陸防空識別區 菲國語帶保留

（中央社記者林行健馬尼拉2013年11月26日專電）中國大陸公布劃設東海防空識別區，菲律賓當局抱持謹慎保留態度，不願作出具體回應。

中國大陸23日宣布劃定東海防空識別區，要求在識別區飛行的航空器必須遵守規則及須提供識別方式，若不配合識別或拒不服從指令的航空器，「中國武裝力量將採取防禦性緊急處置措施」。

中央社記者向菲律賓政府相關部門提出詢問，菲律賓國軍發言人札格拉（Ramon Zagala）不予回應，空軍發言人歐科爾（Miguel Okol）表示，這應由外交部回應。

菲律賓外交部發言人耶南德茲（Raul Hernandez）今天作出回應，但僅稱「會在安全考量背景下，研究這項事宜」。

雖然菲國官方不願做出具體回應，但智庫安賈拉法律暨經濟政策中心（Angara Centre for Law andEconomics）表示，中國大陸此舉可能在區域內觸發更大規模的武裝衝突，並把日本的防禦盟友美國也拖下水。

安賈拉中心也提到，北京近年來在領土主權爭議上愈趨武斷，使得主權索討國之間的衝突升高。
